08-11-2012: BSNL added highest customer in Sept 2012... Telecom industry loses 1.87 million subscribers in September due to large-scale disconnection .(Cilck here)..ET News

NEW DELHI: The country's telecom subscriber base declined by 1.87 million in September due to large-scale disconnection by some operators, taking the total subscriber base to 937.7 million, sector regulator Trai said. 

The drop in subscribers in September comes after the overall user base dipped by 0.56 per cent to 939.57 million in August. 

"The number of telephone subscribers in India decreased to 937.70 million at the end of September, 2012 from 939.57 million at the end of August 2012, thereby registering a monthly growth rate of -0.20 per cent," Telecom Regulatory Authority of India (Trai) said in a statement. 

Total wireless subscriber or mobile phone user base decreased by 0.19 per cent to 906.62 million at the end of September 2012 from 908.36 million in August 2012.

Trai attributed the decline in subscriber base "to large scale disconnection by some of the service providers." 

State-run BSNL emerged as market leader in new subscribers addition during the month amid the declining trend of subscriber base. 

"I am unable to recall if BSNL ever lead market in terms of new subscriber additions. Addition of highest number of customers by BSNL in September acknowledges hard work of BSNL employees and improvement in the network," BSNL Chairman and Managing Director R K Upadhyay told PTI.

9th CEC and 5th Grand All India Conference of SNATTA
    The 9th CEC and 5th All India Conference of SNATTA were held on 3rd and 4th November 2012 at Jaipur, Rajasthan. Sh. D.K. Maheshwari PGMTD, Jaipur was the Chief Guest on the occasion. The function was presided over by Sh. H.P. Meena Sr. GM (Finance) Jaipur. The Guest of Honour included Sh. K. Sebastian GS SNEASh. Prahlad Rai GS AIBSNLEA, Sh. P. Abhimanyu GS BSNLEU, Sh. C. Singh GS NFTE, Sh. Islam Ahmad President NFTE, Sh. A. K. Dahiya AGS SNEA, Sh. S. S. Rajput CS SNEA Rajasthan, and Sh. M. K. Marodia CS AIBSNLEA Rajasthan. Prominent leaders of all major unions of Rajasthan Circle were also present to grace the occasion.
    SNATTA Patron in Chief Sh. Dhiraj Choudhary and Patron Sh. Pardeep Kumar were also present to boost up the moral and shower their esteemed guidance to young and dynamic TTA’s from all over India. The function was attended by delegates from almost all the Telecom circles with full spirit and enthusiasm. An open session was organized on “Role of BSNL employees in context to changing telecom scenario”.
    Sh. Dharmendra Verma, G.S. SNATTA welcomed the delegates reminding everyone of the historical moment of such a large number of hitherto delegates having come together for their commitment to attend the CEC and AIC of SNATTA. Sh. Dharmendra Verma delivered the welcome speech and detailed the house about the long pending and burning issues of TTA’s. The main demands included Pay anomaly of the post 2007 recruited TTAs, early conduct of JTO LICE with latest vacancies and change of designation of TTAs. He strongly emphasized on the demands of TTA’s and asked all the present office bearers of all unions / associations to put an ear to their demands and give voice to their issues in front of BSNL management.
    Chief guest Sh. D.K. Maheshwari PGMTD, Jaipur addressed the house and without any hesitation accepted the outstanding performance of DRTTA’s in the management of services and customer satisfaction. He congratulated DRTTA’s for organizing such a grand AIC in Rajasthan Circle. Sh. Prahlad Rai GS AIBSNLEA in his address while discussing the issues related to Viability of BSNL and its growth assured full support to SNATTA for the settlement of their legitimate HR issues and appealed them to actively participate in the ongoing struggle of Joint Forum.
    Com P. Abhimanyu GS BSNLEU addressed the seminar and explained the efforts taken by BSNLEU to settle the various issues of the TTA’s. He also severely criticized the anti-BSNL and pro-private policies of the government and called upon the SNATTA to become part of the united struggle that is going on to salvage BSNL. He also gave surety to discuss all the matters related to DRTTA with the management with priority and with a solution. Sh. K. Sebastian GS SNEA, in his address discussed the govt. policies and their effects on BSNL. He discussed various issues related to BSNL and appealed all the unions / associations to come forward and support the united forum for making the struggle stronger and fruitful.
    Com. C. Singh GS NFTE and Com. Islam Ahmad President NFTE in their address criticized the HR policies of BSNL related to group C & D. They strongly supported the demands of DRTTA and promised to stand next to DRTTA’s in all situations. They also appealed the recognized union to take the matter of DRTTA’s seriously and appealed to put forward the grievances of DRATTA’s in their meeting with BSNL management. The house was fully powered by the delegates enchanting the slogan “SNATTA ZINDABAD” and “Long live our leaders” continuously during the open session. The strength and unity shown by our friends was unmatched.
    In the end All India President Sh. Manish Samadhiya addressed the house with the vote of thanks. He very aggressively spoke about the issues of SNATTA in front of the audiences. He minced no words and squarely put forth the issues and asked for its resolution. Shri Manish Samadhiya speech filled the audiences with energy and the auditorium was filled with sound of claps and slogan ‘SNATTA ZINDABAD’. He assured the house and all DRTTA’s that SNATTA will leave no stone unturned to raise the grievances of DRTTA’s with the management. He asked all the major unions / associations to include the demand of ‘30% fitment to post 2007 TTA’s ‘in the united forum agenda. He assured full cooperation from SNATTA at any level for the betterment of BSNL. He responded positively on the issue of joining the United forum for the struggle and said that if the grievances of DRTTA are addressed by the unions in a healthy manner then we, SNATTA will always stand in front of all in every struggle.
    Finally a meeting was held to elect the new CEC members of SNATTA. It was unanimously decided to keep the same CHQ body till the next CEC meeting. In addition to previous CHQ body, Sh. Pawan Meena from Rajasthan circle was elected as Dy.GS till next CEC meeting. Congratulations to him. After two months CEC will decide the next course of action.
    At last, the AIC ended with a special thanks with sincere and deepest gratitude to the SNATTA team members of Rajasthan Circle for organizing a grand and very successful CEC and AIC at Jaipur. The Team Rajasthan included Sh. Pawan Meena (CC), Sh. Rohitash Punia (CP) Sh. N.S.Shekhawat (CS), Sh. Mahesh Mangal, Sh. I.C. Saini, Sh. Ramesh Kumar Prajapat, Sh. Rajinder Khanna, Sh. Status on ITS repatriation case at Hon Delhi HC:

At the very outset, ASG, representing UOI, made submission before the Hon Bench that a proposal to repatriate unabsorbed ITS from BSNL/MTNL progressively within a time span of 10 years is under the consideration of Group of secretaries and that it will be very shortly sent to the Union Cabinet. On this submission of ASG, Hon Bench observed that "We are not concerned with what cabinet is to decide and the 10 year time period is absurd"Our Councel informed the Hon Bench that last time the plea of BSNL / MTNL to grant extension of 25 months was rejected by the Bench and this time they are asking time for 10 years. At this the Hon Bench observed“even now we will reject it”.

Counsel for the respondents (ITS) submitted that they have to be formally relieved from BSNL/MTNL immediately ending “deemed deputation” and thereafter they can be taken back to BSNL/MTNL on “deputation” which is legal. This was strongly opposed by our counsel quoting the DOP&T OM which strictly forbids such deputation. Hon Court also observed that this is nothing but continuation of the present situation, thereby putting an end the possibility of their entry through back door deputation.

Finally Hon Bench directed Counsel for UOI, BSNL/MTNL to relieve all unabsorbed ITS by 15th Dec failing which UOI should submit a detailed proposal. The case is posted for 18th Dec:’12.

ITS Repatriation-Court order:- Hon’ble Court finally directed Govt. to repatriate non-optee ITS from BSNL/MTNL upto 15th Dec’2012. In case, they are not relieved, Govt. should submit a concrete proposal/plan upto 15-12-2012 explaining that in what reasonable time they can be relieved. The case is re-notified on 18th Dec’2012.

Congratulations!!!! The Hon’ble Kerala High Court pronounced the judgment and dismissed the petition filed by officiating JTOs. In the order Hon'ble High Court has upheld the order of Hon’ble CAT Ernakulam in the matter of retrospective implementation of the reduction of the qualifying service from 10 years to 7 years, for appearing in the JTO LICE. Now there is no hurdle left in the way of conduction of JTO LICE. We are thankful to Sh. C. Singh GS NFTE and Sh. P. Abhimanyu GS. BSNLEU to write a letter to G.M. (Estt.) BSNLCO to take expeditious steps for holding the JTO LICE without further delay and upto the latest vacancies.

NEW DELHI: Public sector undertakings -- MTNL and BSNL have not yet given any time frame for testing of services for interception of Blackberry services notwithstanding the December 31 Government deadline for operators to comply with it or shut their services. In a letter, the Government conveyed to Telecom Service Providers (TSPs) that "Blackberry interception solution is in the final stages of development and testing by RIM and the telecom service providers in conjunction with an Legal Intercepting (LI) vendor. "The developed solution should be deployed in coordination with RIM and offered for testing to the respective TERM cells on or before 31-12-12.

27-10-2012: Despite gloomy numbers, BSNL and MTNL must be revived...ET

Several things, including a series of apathetic ministers, are responsible for the sharp decline in the fortunes of state-owned telecom companies MTNL and BSNL. Unaudited results for the last fiscal year show that MTNL's accumulated losses have piled up to more than Rs 6,500 crore. BSNL is still in the black, with accumulated profits of Rs 12,000 crore, but it has made losses in three successive years. Both organisations are overstaffed, with nearly 2,50,000 employees among them, whose salaries make up nearly 50% of their combined revenues. In contrast, salaries are only 3-4% of revenues for their private sector rivals. Even when as companies made losses, BSNL and MTNL had to shell out Rs 20,000 crore and Rs 12,000 crore, respectively, for 3G and broadband spectrum. With virtually no applications and little demand for these 3G services, the large payouts for this spectrum look like a poor decision now. But over time, as 3G services spread, it could become a valuable resource. Both companies need to shed legacy staff. A voluntary retirement scheme, which involves shedding 1,00,000 BSNL employees and around 20,000 people from MTNL's rolls, is likely to cost around Rs 20,000 crore. The government should pay this, because neither company can afford to do so now. Despite the gloomy numbers, it should not be too hard to turn these companies around. Between them, they own 90% of all telecom landlines. This should be leveraged to carry data as well as voice, spreading the internet into parts of India where private players have little infrastructure in place. They must become more focused on customers, pushing services and products, instead of waiting for someone to stumble on them by accident. Babus might make poor managers, especially in a consumer-driven industry like telecom, so both companies should look at hiring professionals from the industry. The Indian government is itself a large customer of telecom and data services. These companies should integrate with the defence and security needs of the government and provide high-quality security and encryption services. Good management can turn both around.

27-10-2012: What is missing in BSNL, MTNL turnaround proposals...?..news

BSNL and MTNL, the two telecom PSUs that kept making losses even as their private sector counterparts cashed in on the boom, have plans to revive their fortunes, but not from their core business. Both the companies have for long been at the receiving end of exploitation by staff unions and politicians. (Gifting of 323 telephone lines by DMK leader Dayanithi Maran, communications minister in UPA-1, to Sun TV Network, a company owned by his brother Kalanithi Maran, is a glaring example of political intervention in the functioning of BSNL. Read the story here.) In their bid to turn around, both BSNL and MTNL are now planning to monetise their real estate assets. BSNL has made proposals to this effect to Telecom Minister Kapil Sibal. The plan include utilisation of its real estate, monetising of towers assets, utilisation of its factories for revenue generation, providing broadband connectivity to schools and leasing out its CDMA network, a report on CNBC TV18 said. Bharat Sanchar Nigam has drawn up plans to lease its real estate assets to developers as it looks to recoup revenue and mounting losses. Both BSNL and MTNL have invited bids from consultants to advise them on monetising their real estate assets, according to a report in The Economic Times. The report says BSNL, which has a huge land bank of 4,400 hectares, will take a final decision on the consultant by 15 November. BSNL plans to develop its land commercially and it has started pilot projects in 10 locations, according to a report in Business Line. It eyes Rs 250 crore as rental income every year. Over the last five years, BSNL and MTNL have drifted from profit to losses. In 2007-08, BSNL had a profit of Rs 3,009 crore and MTNL Rs 5,889 crore. In 2011-12, the companies made Rs 8,851 crore and Rs 4,109 crore losses, respectively. This is in stark contrast to the private sector players which were able to cash in on the telecom boom over the same period. These proposals may work for these companies, given the high realty prices. But are they a long-term business strategy for furthering their core business? Probably not, because these proposals fail to address the core issues, like the sky high staff cost, that are putting a drag on these PSUs. According to a report in the Economic Times, both the companies have a combined staff strength of nearly 2,50,000 and their salaries make up nearly 50% of their aggregate revenues. In comparison, their private sector peers spent 3-4 percent of their revenue on staff salary. Adding to the worries is the huge investment they made in the 3G services, which are yet to take off. Both the companies had to invest a total of about Rs 30,000 crore for the 3G spectrum. However, it is not impossible for these companies to devise a turnaround plan. BSNL has a huge land line subscriber base and also reach to the remotest areas in the country, which it can take advantage of. But for all these, the government needs the will to ring fence them from politician intervention.

27-10-2012: India Government to bear BSNL and MTNL’s one-time spectrum charge of Rs 13000 crore...ET

The India Government is set to bear BSNL and MTNL’s one-time spectrum charge of Rs 13000 crore. Empowered Group of Ministers (EGoM) on spectrum has recently decided that the Centre will bear the cost for the one-time spectrum charge, estimated to be between Rs 12,000 crore to Rs 13,000 crore, that BSNL and MTNL will have to pay, Economic Times reported. This is a significant development for the ailing telecom PSUs. The decision follows communication from BSNL and MTNL about their inability to pay this amount. EGoM noted the request of BSNL and MTNL that government should provide necessary financial support to enable them to bear the cost of retention of spectrum beyond 4.4 MHz. This will enable them to continue to service their customers without necessitating fresh infrastructure investment. The inter-ministerial panel has also cleared the proposal to relax spectrum sharing rules for mobile phone companies. The panel of ministers also decided to do away with the provision to levy a special levy on mergers and acquisitions (M&As) in the sector. EGoM was of the view that mergers, in accordance with stipulated guidelines, lead to consolidation of spectrum and increased efficiency. Further, both parties to such merger would have paid for their respective spectrum holding in accordance with the decision on pricing of spectrum. Therefore, no additional charge need to be levied in the event of merger of such compliant licences. EGoM concurred with the proposal that in view of introduction of market-based pricing of spectrum, spectrum transfer charges of 5 percent may not be levied on the difference between the transaction price and the market price of spectrum.

25-10-2012:Despite gloomy numbers, BSNL and MTNL must be revived...ET bureu

Several things, including a series of apathetic ministers, are responsible for the sharp decline in the fortunes of state-owned telecom companies MTNLBSE -1.75 % and BSNL. Unaudited results for the last fiscal year show that MTNL's accumulated losses have piled up to more than Rs 6,500 crore. BSNL is still in the black, with accumulated profits of Rs 12,000 crore, but it has made losses in three successive years. Both organisations are overstaffed, with nearly 2,50,000 employees among them, whose salaries make up nearly 50% of their combined revenues. In contrast, salaries are only 3-4% of revenues for their private sector rivals. Even when as companies made losses, BSNL and MTNL had to shell out Rs 20,000 crore and Rs 12,000 crore, respectively, for 3G and broadband spectrum. With virtually no applications and little demand for these 3G services, the large payouts for this spectrum look like a poor decision now. But over time, as 3G services spread, it could become a valuable resource. Both companies need to shed legacy staff. A voluntary retirement scheme, which involves shedding 1,00,000 BSNL employees and around 20,000 people from MTNL's rolls, is likely to cost around Rs 20,000 crore. The government should pay this, because neither company can afford to do so now. Despite the gloomy numbers, it should not be too hard to turn these companies around. Between them, they own 90% of all telecom landlines. This should be leveraged to carry data as well as voice, spreading the internet into parts of India where private players have little infrastructure in place. They must become more focused on customers, pushing services and products, instead of waiting for someone to stumble on them by accident. Babus might make poor managers, especially in a consumer-driven industry like telecom, so both companies should look at hiring professionals from the industry. The Indian government is itself a large customer of telecom and data services. These companies should integrate with the defence and security needs of the government and provide high-quality security and encryption services. Good management can turn both around.

Mobile Operators Opposes TRAI’s High 2G Aucti Base Price, Call Rates May Rise upto Rs.5 Per Min

After burning hands in the 2G and 3G spectrum allocation, India’s Mobile service operators are now standing more to lose. Most of operators have opposed sectoral regulator Telecom Regulatory Authority of India’s (TRAI) recommendations of a base price for auction of 2G spectrum that is higher than the 3G price set in 2010.
TRAI’s move may also hurt Uninor (Telenor) and MTS India (Sistema Shyam Teleservices) which had lost 2G licences after SC canceled 122 licences awarded by Ex telecom minister A.Raja and were planning to rebid. Even leading mobile service providers like Vodafone India & Bharti Airtel which have been around since 1994, could be hit.
Some telecom experts who are unhappy with the TRAI’s recommendations says if mobile service providers were to start charging for the kind of bids at high rates, mobile call rates for Local and National may go up to Rs. 2 to Rs. 5 per minute from current tariff as low of 30p to 50p per minute.
In first reaction on TRAI’s recommendations, country’s leading mobile service provider Vodafone India said in a official statement ” We believe that several of these recommendations are retrograde and if accepted, will do irreparable harm to the industry. It will hamper the ability to connect the unconnected and goes against the objectives of National Telecom Policy of ensuring improved rural tele-density and right to broadband.”
GSM and CDMA operators association – COAI and Auspi issued a joint statement criticizing TRAI’s recommendations “Trai’s actions seem to be directed towards creating unnecessary constraints for the sector, overlooking the universal rules of sustainability and growth for this sector. Under such inconsistent, regressive and uncertain regulatory environment, it is inconceivable that the telecom industry, which is already in a state of doldrums, will be able to deliver on the Government’s vision of affordable communications, rural penetration and roll-out of data services.”
However, TRAI Chairman JS Sarma said that Telcos have to utilize spectrum efficiently, high quality spectrum cannot come cheap. We have liberalised the spectrum, therefore it is capable of taking up any technology and you are not constrained by GSM technology. So, that is the reason why we have done that.”

BSNL launches landline video calling service in city

The BSNL on Tuesday launched its video telephony service in Pune, after its successful launch in Madhya Pradesh and Gujarat in collaboration with Sai Infosystems India ltd (SIS). With this, people will be able to view each other while calling on landline phone. The launch is a value addition to the BSNL landline service and is aimed particularly at the enterprise segment and international callers even as the telecom company said that it was also targeting the other customer segments.

As a special case, the service will be offered on deposit basis with customers having to pay between Rs 3,000 to 5,000 as cost of the equipment besides routine installation and service charges. The special plan is available for the first 500 non-government customers and will also be available to the government customers on a rental basis, said Rajeev Gupta, senior vice president, SIS.

Naveen Bhasin, chief executive officer (CEO) of SIS, said that the service has been launched for the first time in Maharashtra after its successful launch in the states of Gujarat and Madhya Pradesh. He said that the equipment are coming from the company’s manufacturing facility at Himachal Pardesh (HP) adding that out of 30,000 equipment that were manufactured some 700-800 have already been sold.

Bhasin said the company will set up video calling PCOs in different parts of country to make the service more popular. He said that the video telephony will help parents see their children on telephone and will also come as a handy tool for such facilities like telemedicine.

BSNL Principal General Manager, Pune, V K Mahendra, said that the BSNL rules the landline telephone service in the country and the new service has features which are not available in the market. “BSNL also has a major market share of broadband users. Nearly 70 per cent of broadband users use BSNL. The user friendly audio and video conferencing service has high definition voice quality.”

Ashish Pathak, Additional General Manager BSNL, said that the launch of new service will help in bridging the “digital divide.” Giving details about the tariff plan, BSNL said that the service comes after the payment of one time registration charge of Rs 250, monthly service charges of Rs 100 and other miscellaneous charges of Rs 50 per month and per minute usage charge of Rs 1 for voice domestic calls and Rs 2.5 for video calls.

400 ITS officers may be declared surplus after refusal to rejoin BSNL

KOLKATA: The government is likely to declare some 400 officers in the telecom department as surplus following their refusal to consider re-employment in BSNL.

These Indian Telecom Service executives, who had transferred to the DoT from cash-strapped BSNL in November, are likely to be moved to a surplus staffers cell in the HRD ministry, according to a senior official of BSNL.

"ITS officers without work will be moved to a surplus staff establishment, a unit of the department of personnel & training in the HRD ministry," the official said.

BSNL has undertaken an ambitious Rs 20,000 crore project to establish telecom links in all villages across India.AGARTALA: State-owned Bharat Sanchar Nigam Limited (BSNL) has undertaken an ambitious Rs 20,000 crore project to establish telecom links in all villages across India and to take e-governance to rural and far-flung areas in the next two years, a BSNL official said here Sunday.
"The Rs 20,000 crore project for the creation of a 'National Optical Fibre Network' (NOFN) for providing internet and other telecommunications connectivity to villages has been launched recently. It would be completed by the next two years," BSNL CMD R.K. Upadhyaya told reporters.
"Once the NOFN was created, it would help in offering governance, banking and health and other basic services online up to the villages and rural areas," he said.
According to him, the tele-density in urban areas in India is almost 100 percent while in the rural areas, it is 37 percent. "After NOFN, the existing tele-density would be increased to a great extent in the rural areas," said Upadhyaya.
He said BSNL accounts to 80 percent of landline and 90 percent of broadband connections in the country, while around 30 percent of the nation's mobile connections are covered by BSNL.
During the past four years, the BSNL could not procure any GSM (Global System for Mobile Communications) equipment, he said, adding that tenders have been issued recently for 15 million GSM line connections.

BSNL’s Rs. 30,000-cr cash pile reduces to Rs. 2,500 cr in FY11

The main reasons attributed for the steep decline were payment of Rs. 18,500 crore towards 3G spectrum and broadband wireless access (BWA) spectrum auction price and payment of Rs. 5,301 crore to LIC towards group leave encashment schemePTI New Delhi: Dragged down by payments for 3G, BWA spectrum auction and higher expenses, state-run telecom firm BSNL’s cash reserve dwindled to Rs. 2,500 crore in 2010- 2011 from a hefty Rs. 30,000 crore two years back.
“As per the audited books of account, cash reserve of BSNL has gone down from Rs. 30,343 crore as on 31 March, 2010 to Rs. 2,500 crore on 31 March, 2011,”
Telecom minister Kapil Sibal told Lok Sabha in a written reply. BSNL incurred net losses of Rs. 6,384 crore during the financial year ended on 31 March, 2010, he added.
In response to another query, minister of state for communications and IT Milind Deora said BSNL had Rs. 5,231 crore as outstanding dues from customers as on 30 November, 2011.
Unlisted BSNL has over three lakh employees. Sibal said the government is taking various steps to improve the financial health of the company. Consolidation of infrastructure, strengthening of revenue streams through focus on broadband and enterprise business, focus on customer care and push on data usage are some steps the company is taking in this regard, he said.

moratorium of 5 years.
iv. Center/State governments and PSUs should give priority to

v. Pension Contribution is collected on the maximum of the
scale in IDA instead of on actual pay drawn which is contrary
to the procedure followed in respect of CDA scales.
vi. Funding Support for VRS

CBI files chargesheet in BSNL scam

CBI has initiated action against former BSNL CMD Kuldeep Goyal and other officials.
While the Central Bureau of Investigation (CBI) has filed chargesheets in the BSNL scam, company insiders are of the view that the investigative agency also needs to probe how BSNL was forced to accept the inferior 2.4 gigahertz spectrum, which can be used only to operate outdated and isolated WiMAX services.CBI is looking into irregularities in the process of awarding Bharat Sanchar Nigam Ltd's WiMAX (worldwide interoperability for microwave access) franchise to private firms.Sources said CBI was unlikely to widen its probe to uncover how the government reportedly forced BSNL to induct and use obsolete WiMAX airwaves.This, sources alleged, was to favour manufacturers of WiMAX, who could not find buyers for their equipment, which were left idle after it was introduced in 2001.While the private telecom players negotiated with the government for the more efficient 2.3 gigahertz band of broadband wireless access (BWA) spectrum in May 2010, BSNL was offered 2.4 gigahertz, a poor quality band on which it was told to operate outdated and isolated WiMAX services.BSNL has already returned the commercially unviable Wimax spectrum in 17 of the total 22 circles. Moreover, its plans to rollout WiMAX- based services through a franchisee model could not take-off.However, BSNL has not been compensated by the Centre so far, although it had paid over Rs.8,500 crore for the WiMAX spectrum.BSNL is the only Indian telecom firm that had committed to the WiMax technology, which has become obsolete, for its BWA services. All other winners of these airwaves had decided to opt for upcoming LTE (long term evolution) platform for their 4G services.CBI is now investigating former telecom minister A. Raja's role in favouring private firms and offering them franchise for BSNL's WiMAX. It has already initiated action against former BSNL chairman and managing director Kuldeep Goyal and other top officials in this regard.A top BSNL official said while all the major private telecom companies that won the BWA auction in May 2010 are betting big on the rollout of fourth- generation (4G) technology, BSNL has been left high and dry.Sources said that being a public sector firm BSNL was forced to take the redundant 2.4 gigahertz of spectrum, which is not clear and interferes with other bands. It does not even effectively work out for WiMAX services."It is not commercially viable. The band offered to BSNL may not be suitable and technically does not match with the equipment available. Wimax lobbies may have been responsible for pushing it to BSNL. It will be the only company on WiMAX platform and will face isolation from interoperability and roaming arrangements," a top telecom industry official said.BSNL's own investigations had revealed that five of the six shortlisted companies for WiMAX services were acting as fronts for some individuals and shared the same corporate details. BSNL was forced to scrap the tender under pressure from its labour unions.

This is regarding conduct of JTO Departmental Examination under 15% and 35% quota in BSNL. It is more than 12 years since the last examination was held for Departmental candidates. All most all the cadres excepting that of Sr.TOA and TTA are having some sort of promotional avenues. Denial of benefit of promotion to higher cadres for these two main stream cadres is hurting their performance and their morale also.

In view of the above it is requested to immediately take steps to end the stalemate and hold the departmental examination for JTO cadre at the earliest. Most of the Non executives working in Sr.TOA cadre are hardly left with sufficient service and if the examination is held immediately it would benefit quite a few of them. The TTAs also are eagerly awaiting for the announcement of the examination so that they can get into higher cadre.

In view of the above it is requested that necessary steps be taken to conduct the JTO departmental exam at the earliest.

CBI files case in BSNL-WiMax deal, raids 9 place

NEW DELHI: The Central Bureau of Investigation (CBI) on Saturday carried out nationwide raids, after registering a case naming many officials of BSNL and private firms in the grant of Leased service Area (LSA) contract for deployment of WiMax services for BSNL. The irregularities in BSNL's WiMax deal is yet another contract in which former telecom minister A Raja was accused of manipulating provisions of the tender to favour a firm. However, Raja's name doesn't figure in the CBI FIR. A CBI spokesperson said that the agency carried out searches in nine places in Delhi, Faridabad, Ghaziabad, Gurgaon, Chennai and Kolkata. "During searches, incriminating documents have been recovered," the spokesperson said.
"It is alleged that the public servants had entered into a criminal conspiracy among themselves and in furtherance of the said conspiracy the accused public servants abused their official position and facilitated the award of franchisee for three LSAs to a private limited company," the CBI said. The agency accused the officials of "dishonestly and intentionally withholding the sale of tender documents in a fraudulent manner, and, allegedly diluting the eligibility conditions to accommodate" to favour Starnet Communications, which won the contract. The CBI said BSNL suffered an "estimated wrongful loss of approximately Rs 535.50 crore" because of the deal. The CBI said Starnet also "did not have the required qualification of Rs 100 crore annual turnover for the last two years." According to CBI sources, the agency raided the premises of former CMD of BSNL Kuldeep Goyal, former director consumer mobility of BSNL RK Aggarwal, former GM Pradeep Nagpal and former DGM of strategic planning Anil Kumar. The agency also raided the premises of directors of Starnet Communications. Among those raided were Rajesh Bhatt, Director (M/S Ampoules Auto Pvt. Ltd, now M/S Starnet Communications, Park Street, Kolkata), director of Starnet S Manoharan, office of Starnet on Park Street, Kolkata and Wellcome Communications at Teynampet in Chennai. BSNL had on June 3, 2009, floated tender for WiMax franchise. The CBI's preliminary enquiry found that BSNL diluted terms and conditions of the contract to favour Starnet. Sources said that Starnet was owned by some who were reportedly close to Raja. Starnet was given the WiMax franchisee in six circles, though it did not satisfy all the norms. There were five applicants, but the contract was awarded to Starnet even going against the recommendations of an internal DoT panel, the CBI found.

As you all know, BSNL was formed in year 2000 from Department of Telecom Services by Government of India with the basic objective that telecom services to the people of India should continue to be provided by a Government Operator along with private operators. The role of government operator is not only to provide services in the same areas where private operator are providing telecom services but also to the non-profitable non-commercial areas which is utmost important for economic development of the country.
BSNL Management has delivered the required performance since year 2000. BSNL has not only maintained the network which was available in year 2000 but also expanded and introduced several new services like internet services in year 2000, mobile services (2G) in year 2002, broadband services in year 2005, 3G services in year 2009 and several value added services in mobile, broadband and even in fixed line. BSNL has very ambitious plans not only to be a force to reckon in broadband, mobile services but also upgrading the fixed line services in which BSNL has a virtual monopoly. BSNL has strong plans to improve upon enterprise services and we are having a growth rate of around 70 to 80% in this area year after year. I would like to invite your attention to various clauses mentioned in NTP-11/NTP-12 wherein Government of India has given sufficient emphasis on continuation of public sector enterprise in telecom sector. NTP-11/NTP-12 also emphasized giving very important role to telecom PSUs for development of telecom infrastructure.
Since the inception of Department of Telecom and subsequently BSNL, ITS officers have played a very important role. ITS officers have provided not only the leadership but also the technical expertise in development of telecom infrastructure in the country. ITS officers are also providing technical and managerial expertise outside India through TCIL. It was a force of ITS officers, who went from DoT to private organizations after liberalization of telecom sector in India and provided the strong technical support in development of telecom industry through private organizations. Therefore, there is no doubt in the technical and managerial capabilities of ITS officers in India.
Today, BSNL is leader in fixed line, broadband and leased line services in the country. It is a known fact that in the last two quarters of current financial year that other private mobile operators’ revenue performance compared to similar period of last financial yea has declined, whereas BSNL’s performance has improved. ITS officers’ contribution towards the honours received by BSNL till date is tremendous and nobody can deny that. ITS officers have risen to the occasions whenever situation demanded and came successful in the past.
For the last 7-8 months, BSNL management has taken certain steps in all directions whether they are related to managerial, upgradation of the existing network, expansion of services, etc. I am very happy to inform you that results of these efforts have started coming and are very positive in nature.We expect that with the continuous efforts by the management, and dedication of staff & officers, BSNL should be in a position to turn around the present situation in shortest possible time.
As you are aware that any organization can have stability, growth and take the whole team along even at the time of tough decision making only if the organization has its own cadre and personnel at all levels. We at BSNL acknowledge that despite ITS officers remained on deputation, their dedication to the cause of BSNL was exemplary, that is why BSNL is able to progress and achieve the status which is as on date. However in hyper competitive scenario, it is must that BSNL should have its middle and top management of its own.
Government of India initiated to complete the process of absorption of ITS officers in BSNL/MTNL in October, 2011. Some officers decided to joined BSNL’s already absorbed officers’ group and provided boost to stability to the company. BSNL with the help of Government has drawn new Recruitment Rules SLDRR 2011 to recruit senior officers from ITS cadre at the level of DGMs, GMs and CGMs. As expected, there are several doubts, which got generated in minds of non-absorbed ITS officers and these doubts are hindrance in taking decision by them. BSNL Corporate Office issued several clarifications from the O/o Sr. GM (Personnel), BSNL Corporate Office to settle most of these doubts from the mind of all the officers. Department of telecom (Government of India), led by Secretary (Telecom) and represented by Member (services), Member (Finance) and other senior officers and CMD and functional directors of BSNL, also undertook video conferencing with Circle Heads to clarify the queries raised formally/informally by non-absorbee ITS officers. It was also clarified by Secretary (Telecom) personally on several occasions that application to BSNL under SLDRR-2011 does not close the doors for receiving further clarifications, clearance of the doubt and subsequent absorption in BSNL. It means that officers, after applying to BSNL under SLDRR-2011 and subsequently after receiving clarifications, if any, will have the opportunity to decide whether to "join BSNL or not" even at a later date.
My friends, it is time for you to take an informed and inspired decision to remain with the Telecom Industry or to leave it and work elsewhere. I, as CMD BSNL, am confident that BSNL will not only provide the salaries and other benefits, but by all indications and sincere efforts being made by rank and file of BSNL and with active support of government, BSNL has a bright future and will be able to sustain all its employees’ compensations and benefits besides being able to earn descent profits. Further, all ITS officers who will get recruited now are entitled to receive pension from consolidated fund of Government as applicable and also clarified from time to time.
At this stage, you have to take a call from your professional inner conscience either to serve the Nation for which we all were recruited and have given our services till
date or otherwise. Your decision is also expected to make or break the future of approximately 2,70,000 work-force and their family members who are fully dependent on the existence and performance of BSNL.
This is an historic occasion and I hope you to rise to the occasion, shed your doubts, keeping all information available with you into consideration, without getting influenced by rumors and join the inspirational and motivated team of BSNL for taking up the challenging jobs ahead.

Pay Anomaly Issue of JTO Batch 2007-08 moves towards resolution !!!

It is reliably learnt that in regard to the Pay Anomaly issue of 2007-08 batches, Management Committee of the Board has approved the E1+5 increments proposal after the strong intervention of AIGETOA and perusal at the highest level to get it approved in this meeting only. The matter will go for approval of the Board in its next board meeting.
As per AIGETOA Site
