SNATTA WB PRESIDENT Sri Jagadish Paul, CS NFTE com Chitra basu and other leaders met CGMT WB regarding JTO LICE.  we have urged CGMT  to make the question easy so that maximum candidate get chance to be JTO as there is hard crisis of JTO at this moment. also we have requested to issue model question paper and provide Training on the type of question for JTO LICE.   CGMT assures all sort of co-opeartion also assures to arrange so that maximum can be JTO.

Regarding training matter , more tan two weeks ago we were offered to arrange candidate for training. regarding this we from our Circle also issued notification to all DSs. its nothing new for us. we have also here to mention that we have issued several letter to CGMT WB.

Lastly we are to say  very broadmindedly tell that if any trade union can make good for us we shall thank them whole heartedly...

but some  foolish freinds yet to know that the trade unions are now giving due importance for the TTAs due to existance of  SNATTA and if SNATTA lost its existance in any day then thsese selfish candidate will feel the need of snatta , they will also  also they very selfish way taking their cost by selling their own.

CIRCLE  EXECUTIVE  BODY  MEETING

ON 27-04-2013 AT CTO BUILDING

Dear  calleages,

First of all congratulation to all of you and your SSA members for your united effort to abide by the CHQ decision and voting our alliance partner in maximum way. This is the first time we are going to be the part of the councils at all level. BSNL needs these youngers participation to save  BSNL because in maximum cases the Trade unions are more categorical to save their shape of politics than BSNL. Hence we the TTAs who have to go long run in this organization need to be a part of Councils.

To concrete this objective , we have to be more united and our members should more aggressive to save our interest.

In our Circle we have  taken so many steps to make it a tightened unity. Friends only one or Two SSA was authenticated by CHQ only. Now maximum SSAs Body are approved by CHQ. . The rest part where the SSA Body not formed we from now shall have to try to form SSA body of that SSA.

Friends we have adopted rules to run our Circle very smoothly. This need arised as there was no clear constitution of SNATTA CHQ and hence we just adds some rules in addition to CHQ guidelines. . it is also very flexible in nature and any time it may ammended as and when need arised.  We shall request all  Circle  and Divisional office bearer to read the rules  and accomplish your part.

We have decided to fill up the hard copy of  form by all SSA members and scanned or Xerox copy should be sent to Circle for information. Some SSA yet not done . we expect it will be done very soon. It is highly needed to assure our regular collection.

Friends you know an association cant run without fund. It is very humiliating for the office bearer responsible to collect fund that when fund required , repeated intimation required to collect fund. We have to avoid such situation.  We have collect fund regularly and send fund immediately after notification.  To make the fund management very transparent, we have taken decision through the rule that after every financial year completetion , a balance sheet after audit by comptetnt authority as prescribedin rule wilol be published.. Krishnagar SSA in this case are very nicely prepared their balance sheet . all SSA office bearer are also requestd to prepare balance sheet at their level. To make accounts transparent to members.

Friends next three year is very crucial for BSNL as well as DRTTAs because any thing may be happened as the graph of BSNL shows bad sign to us. Hence we have to fight for our career as well as our BSNL.

Friends only those(although very few)will be responsible for our calamity who are still not with us and securing their selfishness. How ever we being an open minded association will approach to them to come with us and join our hands.

Consistent pursuance yield the results!!!!! AGM (Pers-IV) BSNLCO with the approval of competent authority, issued clarification regarding JTO (T) LICE under 35% and 15% quota.

(1) Max age limit issue: It is clarified that Cut off date for reckoning age of the candidate would be 1st July of respective vacancy year for which the candidature of a particular official is being considered. Previously the cut off date for max age limit was the date of examination. Pl Click here for the clarification.

(2) Instrumentation branch issue: It is clarified that Diploma in Instrumentation/ Instrument is equivalent to the Diploma in Branches mentioned in JTO RR 2001. It has already been clarified that Bachelor of Engineering in  Instrumentation/ Instrumentation Technology is equivalent to the Branches mentioned in JTO RR 2001. Pl Click here for the clarification.

01-04-2013: Tribunal directs BSNL chief to consider petitioner’s case for promotion...media news ( HINDU)

The Central Administrative Tribunal, Madras Bench, has directed the Chairman–cum-Managing Director (CMD) of the Bharat Sanchar Nigam Limited (BSNL) to consider the case of a woman officer for promotion to the post of Principal General Manager.

The Bench, comprising its members B. Venkateswara Rao and R. Satapathy, also asked the BSNL to pass appropriate orders promoting Nalini S. Rao, a Group ‘A’ officer, to the post from the date on which her juniors have been promoted.

Ms. Nalini claimed that the promotion was denied to her whereas her juniors had been promoted overlooking her claim. The denial of the promotion was mainly because her overall grading in the Annual Performance Appraisal Report (APAR) for 2008-2009 was just “good.”

According to BSNL, the benchmark grading for promotion is “very good” and in the preceding five years from the date of convening of Departmental Promotion Committee (DPC), she got one “good” which was below benchmark and hence she had not been considered.

Disposing the contention made by the BSNL, the Bench said denying promotion on the lone entry of “good” for one year appears to be harsh decision whereas for the rest of the years she has been graded either “outstanding” or “very good.”

“When an officer is physically fit to do her work and has also got irreproachable integrity and ability, she cannot be said to be unfit for promotion,” added the Bench.

NEW DELHI: Telecom PSU BSNL today said itsInternet capacity has dropped by 21 per cent due to multiple fibre cuts in three under-sea cable systems that connect the country with many parts of the world. 

"... three major cables which are serving as the International Gateway Connectivity are affected because of the multiple fibre cuts," BSNL said in a statement. 

"The Sea-Me-We-4, IMEWE and EIG cable systems are the ones affected. Because of this disruption, BSNL has lost around 21 per cent of its total international Bandwidth," it added.

Two other key cable networks, linking Asia to Europe, were also allegedly damaged.

ESM Court Case update: To allow all ESM members and Diploma holders in Instrumentation /Instrumentation & control/ Industrial electronics and similar cases, a Court Case has been filed by SNATTA in the Hon'ble CAT Chandigarh. Pl note that-

(1). The case has been admitted by Hon'ble Court. Notice of motion issued to BSNL Head Quarter. Next date of hearing is fixed as 2nd May 2013.

(2). It is worth to mention here that this Court Case has been filed by SNATTA and it is ensured that it does not affect the conduction of JTO (LICE) in any way.

(3). Since the Headquarter of SNATTA is in Haryana, Hence the decision of Hon'ble CAT Chandigarh is applicable to all India SNATTA members

NEW DELHI: Ailing state-run telecom companiesBharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam LtdBSE -2.93 % (MTNL) have total outstanding arrears of Rs 6,215 crore from customers as on December 31, 2012, Communications & IT Minister Kapil Sibal has said.

Government offices and public representatives owe Rs 19 crore to MTNL, which provides services in Delhi and Mumbai circles.

Sibal in a written reply to the Lok Sabha today said, "BSNL has outstanding arrears of Rs 5,188 crore from wireline and wireless customers while MTNLBSE -2.93 % is having outstanding dues of Rs 1,027 crore from customers as on December 31, 2012."

All ESM members and Diploma/ Degree holders in Instrumentation /Instrumentation & control/ Industrial electronics and similar cases are required to file their JTO (T) LICE application through proper channel up to 16th March 2013, without fail and obtain an acknowledgement. 

Even if the application is rejected, please ensure that it is endorsed. It is very important.

It is understood that Instrumentation branch issue and max age limit issue of ESM will come in favour of our members. But in order to avoid unwarranted delay in the matter and to sort out the 7years eligibility matter of ESM, we are going to file a court case to allow all these members in the examination.

Repatriation of Unabsorbed ITS officers to DOT and Deployment of relieved ITS officers in BSNL

As per DOT order no. A-11013/64/2012-Abs. Cell (I), dated 11th March, 2013 and  BSNL Corporate office letter no. 400-45 / 2013-Pers. I dated 11.03. 2013 all ITS Officers presently working on deemed deputation in BSNL who have not opted for absorption in BSNL are relieved and repatriated to DOT with effect from 11-03-13.

As per DOT order no. A-11013/64/2012-Abs. Cell (II-A), dated 11th March, 2013 and  BSNL Corporate office letter no. 400-45 / 2013-Pers. I (2) dated 11.03.2013 the ITS officers repatriated from BSNL to DoT through the above said repatriation order dated 11.03.2013 are  deployed in BSNL w.e.f. 11-03-2013 A/N as per terms and conditions of deployment of ITS officers in BSNL.

All the ITS officers repatriated to the Department of Telecommunications will be deemed to have joined DoT on repatriation before their deployment in BSNL. As such, these ITS officers are not required to physically report to the Department of Telecommunications on their repatriation.

09-03-2013: ONGC is No 1 profit-making PSU, BSNL worst performer: Survey...ET News

ONGCBSE 1.77 % has retained the top position in the coveted list of 10 most profit-making PSUs, while BSNL was the biggest loss-making state-run company in 2011-12, according to a government survey. 

ONGC, the country's largest oil and gas producer, earned a net profit of Rs 25,122 crore in 2011-12. 

BSNL, on the other hand, suffered losses of Rs 8,850 crore in the same period, replacing Air India as the biggest loss-making PSU. 

09-03-2013: BSNL cash reserves plunge 96% in 2 yrs to Rs 1,214 cr

State-owned telecom major BSNL's cash reserves declined by a whopping 96 per cent to Rs 1,214.44 crore in 2011-12 from Rs 29,355.5 crore 2009-10. 

The company had a cash reserve of Rs 29,355.5 crore in 2009-10 fiscal, which declined to Rs 1,733.35 crore in 2010-11 and further slipped to Rs 1,214.44 crore in 2011-12, Minister of State for Communications and Information Technology K Kruparani said in a written reply to the Lok Sabha.

Amit Kulkarni along with NFTE leaders met with GM (Estt.), GM (Rectt.) and Dir (HRD) at New Delhi to resolve the pending JTO LICE issues- (1) Inclusion of Instrumentation branch (2) Clarification sought by various circles (3) Relaxation in upper age limit to Ex-Service man.

(1) Instrumentation branch will be allowed in JTO (T) LICE. There is absolutely no need to approach the court of law.  Orders are expected to be released very shortly.

(2) Clarification to the queries raised by various circles has been issued. Click here

(3) In the matter of upper age limit of ESM, SNATTA CHQ is still pursuing the matter with the  available documents.

Respected sir,

It is to bring your kind notice to the fact that the DRTTAs recruited after 01-01-2007 are facing reduction in their Wage due to Wage Revision 2010. The detail on how it is being occurred is mentioned below:

A DRTTA got appointment in BSNL after 01-01-2007 with a initial basic pay Rs. 7100/- (scale 7100-200-10100). The wage revision order issued on 07-05-2010 in which the scale for TTAs isrevised as 13600-25420. 

1) Before wage revision: In the month of APR, 2010 (the month just before wage revision order), the basic pay with one increment was 7300/-(unrevised scale). Gross salary (basic+DA+DP+HRA+TA+Diet allowance) for that month was=Rs.20956/-(7300+8486+3650+1095+200+225). As such EPF deduction was 2332/-. Salary slip attached for your perusal please.

2) After wage revision: In the month of May 2010, the gross salary (Baisc+DA+HRA+TA+Dietallowance+SUA) was Rs.20756/-(14010+4875+1401+200+44+226) . As such EPF subscription was Rs.2266/-. Salary slip attached for your perusal please.

Hence after wage revision, the gross salary of a TTA appointed after 01-01-2007 was reduced to the tune of Rs.200/- and the EPF subscription was reduced to the tune of Rs.66/-. It is the case of more than 200 DRTTAs of WBTC.

It is the bad fate of the new comer of an organization that when all the employees are getting hike in salary but those new comer who are devoting more than expectation to BSNL are being given reduced salary.

The EPF subscription is also reduced which is against the EPF rule of GOVT OF INDIA.

We expect all level of management will feel the irregularity happened to the sizable number of non-executives and this anomaly or dissimilarity will be resolved earlier.

it is understood that Pvt Telecom Cos had approached to Ministry against refund of spectrum charges to BSNL..How funny is It ? in which country we are living ? BSNL is a Govt Company , every decision and every obligation and responsibility goes to this owner. and the Owner of a firm has every right to subsidize when it faced loss. it is the owner to decide how much and what is to be refunded ?
Do they forget that when the Private Cos had mutually cleverly choiced their circle in the Auction of Spectrum but BSNL have no option of choice because its a govt company.
So private operator should not interfere in Govts own business.
we strongly protest such attitude. we feel Govt will not bend behind it.

02-02-2012: change of designation..........update......

As per the news, Agreement has been signed between BSNLEU and Management  for change of designations of RM and TM cadres.

(1) The new designation for the cadre of Regular Mazdoor will be Telecom Assistant.

(2) The new designation for the cadre of Telecom Mechanic will be Telecom Technician. 

(3) In respect of the cadres of Sr.TOA, TTA, as well as other cadres, further talks will take place for finalizing new designations.

We at SNATTA adhere to our demand of Junior Engineer Telecom designation for TTA cadre. Since the inception of SNATTA we are consistently pursuing to change the TTA designation to JET. SNATTA has written several letters to Unions and Management

02-02-2012: fitment case update...

30% Fitment Court Case Update: Today the case was heard at Hon'ble CAT Chandigarh. BSNL Counsel was having some personal difficulty in attending the court, so the case was posted for next hearing. Next date of hearing is 15th March 2013.

As per decision of circle executive committee the fund is to be collected in total of Rs. 300/- per member of which Rs.100/- is to be kept under divisional fund and rest Rs. 200/- will be sent to circle treasurer ,circle treasurer will send the suitable amount to Chq. It is highly required within 7 days. Without fund association will face critical nature.
Each DSs and Treasurers are requested to act accordingly.

Note:  Who have already give Rs.100/-for circle they should give only Rs. 200/-.

Respected sir,

we are pleased to wish you a very happy and prosperous new year 2013 and also hope this year BSNL will improve its status. We all the DRTTAs are also devoted to make it success with  leadership of your administration.

At the same time some of our issues (as narrated below) are yet not settled by which the future of these TTAs are being suffered in cumulative way. We hope your kind intervention to this issues so that the issues may got settled and TTAs may be prevented to be frustrated.

1)       immediate conduction of JTO LICE to fill up the vacant JTO POSTS so that the career may not affect the future of the TTAs further who have already completed more than 7 yrs and also it is necessary for the interest of BSNL.

2)       the DRTTAs who are appointed after 01.01.2007 have faced wage loss in salary after wage revision , it is so pathetic that it is paralyzing their morality and suffering from huge frustration. Although some other executive cadre who got induction training even after 01-01-2007 and who were appointed after 01-01-2007 they had been given the benefit by considering the issues of reduction of emoluments. But the case of DRTTAs are still pending.

3)       Change of designation of TTAs to Junior Engineer(T) is also pending for a long days.

We from our unity urging your interevention into these long pending issues of TTAs who are also devoting sincerely to BSNL but frustrating by these issues.

31-12-2012:BSNL, MTNL failed to use most of the govt funds..source ( business world)

The government is likely to tighten the estimated expenditure for Bharat Sanchar Nigam Ltd ( BSNL) and Mahanagar Telephone Nigam Ltd ( MTNL) in the next Budget, as both the state-run telecom operators have failed to utilise most of the funds estimated in the last Budget.
During financial year 2011-12, MTNL was able to use only 14.66 per cent of the Budget estimate, while BSNL reported a better performance, according to a report by the standing committee on information technology
The government should estimate allocations for major projects only if the preliminary works for implementation have been done and clearances are in place. “The projections for the bigger projects are being made unrealistically without analysing the bottlenecks coming in the way of implementation and huge resources are being blocked, particularly when the important projects of the government are starving for funds,” according to the Standing Committee report.

During 2011-12, the government had budgeted an allocation of Rs 19,881.09 crore which was later revised to to Rs 11,878.07 crore. However, till February 2012, the Department of Telecom ( DoT) was only being able to utilise just 41.67 per cent or Rs 4,949.22 crore as both MTNL and BSNL failed to use most of the funds set aside for them.
Both BSNL and MTNL, which are crying for more financial support from the government, might not get everything easily.
For 2012-13, the DoT have been allocated a Plan Outlay of Rs 15,231.39 crore, which includes Rs 10,431.39 crore as internal and external budgetary resources ( IEBR) and Rs 4,800 crore as gross budgetary support ( GBS).
During the 11th five-year plan period, the government had estimated an allocation of Rs 101228.78 crore (Budget Estimate), which was later reduced to Rs 75,556.45 crore (Revised Estimate) for BSNL and MTNL. AT the end of the 11th Five-year plan, the state-run telecom operators have failed to use more than 50 per cent of the Budget Estimates, with a reported utilisation of Rs 50,003.68 crore, according to the Standing Committee report.
In IEBR, the government had allocated Rs 94664.78 crore (Budget Estimate), the expenditure reported to be ' 46821.97 crore during the 11th Five-year Plan. Under GBS, the allocation was at Rs 6,564 crore (Budget Estimate) while the utilisation stood at Rs 3,181.71 crore during the five years.
The Committee, in its report, has stated that BSNL’s delay in completion of the procurements and delay in completion of the various projects are among the main reasons for the under utilisation. Major delayed projects include Defence Service Network, A&N project have been cited.
Not only that there are serious problems with BSNl and MTNL, the projections for the bigger projects are being made unrealistically which blocked resources, the Standing Committee has pointed out.
Considering MTNL’s current cash flow constrains, the Committee has also suggested that the government should “continuously review” its spending ensuing that funds are being used “judiciously”.
BSNL, which had a revised IEBR of Rs 65,218 crore during the 11th Five-year plan, had used about 66 per cent at Rs 42947 crore during the five years. BSNL does not receive any GBS from the government.
The DoT has informed the Standing Committee that the poor utilisation was mainly because of “fiercely competitive telecom sector, delay in projects due to unavoidable circumstances (for MTNL), and delay in tender finalization (for BSNL)....business world
