Sir ,
We have the honour to inform few lines for your kind consideration.
Some anomaly found with the Non Executive pay revision order for making pay fixation in the cadre of T.T.A who join after 01/01/2007. Revised Pay Scale NE-9 (13600-3%-25420) was allotted against Pre Revised Scale(7100-200-10100) for newly recruited T.T.A (join after 01/01/2007). With fixation formula arrived in the wage Committee it is found that the decrease in the salary (Basic) in the pay scale of the newly recruited TTAs. Before revision, Pay on April 2010 as follows
Basic=7300,DP=3650,DA=8486.25(Rate 77.5%), Total=19436.25
After revision, pay on May 2010 Basic=13600+Inr3%=14010,DA=4875.48(Rate 34.8%),Total=18885.48.
Simultaneously, No pay protection will be allowed as Basic+DP+DA on joining date not exceeds the revised Basic+DA as follows
Before revision, Pay on Nov 2009
Basic=7100,DP=3550,DA=4323.9(Rate 40.6%), Total=Basic+DP+DA=14973.
After revision, pay on Nov 2009,
Basic=13600,DA=1754.48(Rate 12.9%),Total=Basic+DA=15354.4
It is also found that some of official belongs in the pay scale of NE-4,5,6,7,8 whose Basic pay was much less than basic pay of newly recruited T.T.A i.e. 7100 before pay revision but after pay revision they exceed the basic pay of newly recruited T.T.A i.e. Rs 13600 (e.g. given on following table) .Even those T.T.A working before 01/01/2007 in the NE-9 scale were drawing basic pay 7100 they will also get Fixation Basic 15590 as revised pay. But we will get Rs13600 only as revised basic pay. Then we will looser Rs(15590-13600)=1990 on basic pay and DA, HRA there on. So there is a huge difference in gross pay (near about Rs 3200 to 4000) in b/w T.T.A who join after and before 01/01/2007 in spite of performing same duty, same work load and same responsibility.

We strongly feels that this is most unjust and demotivating factor for dedicated Diploma Engineer who is working to the best of his skill.
For your kind information please, Same problem related to cut of date 01/01/2007 arise in other PSU sector but problem is solved as follows,
1. Marger of scale…………..
2. 21/2 increment.
Looking at the above facts and figures I request your kind self to please intervene in the wage committee and ensure a better for TTA cadre. This will surely do a lot of good to the sagging morale of the TTA’s in BSNL.

TTA cadre of BSNL are continuously supporting BSNLEU since 3 years with the hope that in the new wage-revision TTA will get higher salary. NO. 1 POINT OF AGREEMENT HELD BETWEEN SNATTA & BSNLEU:
It is mentionable here that the TTA cadre possessing a minimum qualification of Diploma in Engineering was given a pay scale of Rs.7100-200-10100 (IDA) against the pay sale of Rs.5000-8000(CDA). The scale of Rs.5000-8000 got merged with the scales of Rs.5500- 9000 and Rs.6500-10500 on account of restructuring of pay scales on 6th CPC and placed in the running Pay Band PB-2 of Rs.9300-34800 with a grade pay of Rs.4200 (Initial Basic salary fixed on
9300+4200-Rs13500).
It is also surprising that the difference between the starting pay scale of a Diploma
Engineer in between BSNL (IDA) and Government (CDA) scale is Rs 100 ( 13600-13500)after pay revision whereas earlier difference was 2100 (7100- 5000).
Now I am here not appealing you to place us under pay-protection. But I am here requesting you to kindly do your best for any one of the following solutions. because it is not the case of 100 or 200 persons but the whole TTA cadre of 2007 ,2008 & 2009 batch approx. 8000 (eight thausands) .
