12-07-2014: MTNL, BSNL face total debt of over Rs 21,000 crore..PTI.news

NEW DELHI: The total debt of state-run telecom companies MTNL and BSNL has increased to Rs 21,208 crore at the end of June 2014.

It was Rs 12,983 crore as of March 31, 2012, Parliament was informed today. For BSNL, it was Rs 3,335 crore, and MTNL — Rs 9,648 crore.

"As on March 31 (2014), the total debts on the books of BSNL and MTNL are Rs 5,948 and Rs 14,210 crores respectively," Telecom Minister Ravi Shankar Prasad said in the Rajya Sabha.

He said further that total debt on BSNL as the end of June stood at Rs 6,448 crore while it was Rs 14,760 crore for MTNL.

That apart, market share for BSNL in mobile services has come down to 12.3 per cent at the end of May 2014 from 13.27 per cent at the end of March 2012. The market share of BSNL in landline segment has also reduced to 82.57 per cent at end of May 2014, from 85.61 per cent at the end of March 2012.

MTNL, which operates in Delhi and Mumbai, market share in mobile services and landline at the end of May 2014 stood at 4.83 per cent and 57.43 per cent respectively.

Prasad said that inability to expand coverage due to financial and procurement problems, lack of adequate skills set due to changing nature of technology and customer centric business with focus on sales, marketing and customer services are some of main reason for decline in market share of PSUs.

He said government has taken measures to revive the two state-run telecom firms which include waiver of Rs 1,411 crore government loan to BSNL and financial support of Rs 6,724.51 crore to BSNL and Rs 4,533.97 crore to MTNL on surrender of broadband spectrum.

"Besides these measures government is engaged in formulating a coordinated plan aimed towards revival of BSNL and MTNL by addressing issues of high employee expenses and gainful utilisation of assets," Prasad said.

The minister said that BSNL and MTNL are separately preparing a revival plan for increasing revenue potential, identifying business opportunities, and organisational restructuring to enable them to grow into customer-centric companies with expertise in marketing and customer services delivery.

02.07.2014:Ravi Shankar Prasad cracks the whip on MTNL, BSNL

Telecom minister Ravi Shankar Prasad is cracking the whip on ailing telcos  MTNL  and BSNL. The minister has made it clear that companies must either perform or perish. CNBC-TV18's Malvika Jain and Elan Dutta spoke to industry experts to explore various opportunities the two companies could tap to script a turnaround. Revitalising the operations of state-run BSNL and MTNL, which have been making losses for eight consecutive years, is a priority area for the new government. However, telecom minister Prasad has made it clear that no bailout package will be provided. He wants the companies to focus on improving efficiency and market share.

During 2012-13, with a combined market share of around 14 percent, BSNL's losses stood at Rs 8,198 crore and MTNL recorded a net loss of Rs 5,321.12 crore. Experts say effective utilisation of assets such as land, tower infrastructure, spectrum and rural network could help turn around both ailing telcos. According to R Chandrashekhar, former secretary, telecom ministry: “Spectrum sharing and trading once they come into effect would provide a window of opportunity for monetising these assets, especially 3G and BWA spectrum which has more than 15 years of its period still left. There are also some very large projects in the government like NOFN, National Knowledge Network which collectively are of over 15-16 thousand crore also are available and there are no organisations that can compete with BSNL and MTNL and its spread across the country.” The idea of merging BSNL and MTNL has also been floated but has met with stiff resistance from the BSNL union and industry watchers believe a merger is ill conceived at this stage. Jaideep Ghosh, Partner, KPMG says: “Merging these two entities with huge losses at this point in time, with people issues and other synergies and alliances issues both would have to be tackled which I do not feel is easy.” Chandrashekhar adds: “There is also a need to bring in certain amount of equity and managerial capability into the organisation which could help to hone its commercial operations. The other point I wanted to mention is that there is also an opportunity for BSNL and MTNL which actually have non-overlapping territories.. MTNL operates only in Mumbai and Delhi, BSNL in the rest of the country.... to synergise their operations, if not to actually merge them.”

Even DoT's proposal to hive off tower assets of BSNL continues to be in a limbo and await a political call.
